If you are looking for gold sellers with an export licence, you are already asking the right question. A seller without a valid licence cannot legally ship gold out of Uganda or the DRC. That means your gold can be seized at the airport, your money can be lost, and your refinery can refuse the metal.

This guide explains which licences and papers a real exporter holds, and how to check them before you pay anything.

What a licensed gold exporter in Uganda holds

Under Uganda’s Mining and Minerals Act, 2022, it is illegal to buy or sell minerals without a valid licence. Since February 2026, the Ministry of Energy and Mineral Development requires every gold deal to be between licensed parties (Eagle Online).

A genuine exporter should be able to show you:

DocumentIssued byWhat it proves
Mineral Dealer’s Licence (precious metals), or a mining or refining licenceMinistry of Energy and Mineral Development, through the Mining CadastreThe seller may legally buy and sell gold. It expires on 31 December each year.
Export permitDirectorate of Geological Survey and MinesThis specific shipment may leave Uganda. One is needed for every consignment.
Assay reportA government-approved laboratory or refineryThe weight and purity of the gold.
Proof of royalty payment and tax clearanceUganda Revenue AuthorityThe seller has paid what the law requires.
Certificate of originUganda National Chamber of Commerce and IndustryWhere the gold came from.
Company registrationUganda Registration Services BureauWho owns and runs the company.

The 2026 guidelines also say exported gold must be refined to 99.9% purity (Eagle Online). Be careful with any seller who offers to export unrefined gold dust or doré straight from Uganda without explaining how that fits the rules.

Gold from the DRC: the papers that must travel with it

Much Congolese gold reaches buyers through Uganda. Studies estimate that most artisanal gold from the DRC leaves the country informally, without legal export papers (Levin Sources). Buying that gold puts you at legal and reputational risk, even if the seller in Kampala is licensed.

For gold of DRC origin, ask to see:

  • A DRC export authorisation, held by a licensed exporter (comptoir), mining title holder or processor.
  • A CEEC certificate for the lot. The CEEC is the DRC’s certification authority. It checks the quantity, quality, value and legal origin of mineral exports (CEEC).
  • An ICGLR regional certificate, issued through the CEEC under the Great Lakes region’s certification scheme.
  • A DRC certificate of origin.
  • A Ugandan import permit for the consignment, plus proof that DRC royalties were paid (Eagle Online).

If a seller says Congolese gold “doesn’t need papers” because it is already in Uganda, treat that as a warning sign.

How to check a seller’s licence yourself

A photo of a licence proves nothing, because licences are easy to fake. Check it at the source:

  1. Ask for the licence number and the company’s full registered name. A real seller sends both without hesitation.
  2. Check the licence with the Ministry of Energy and Mineral Development. Licences are recorded in the Mining Cadastre and Registry System. Confirm the licence is for precious metals, in the company’s name, and valid for this year.
  3. Check the company with the Uganda Registration Services Bureau (URSB). Confirm the company exists, and see who its owners and directors are.
  4. Ask for a recent export permit from an earlier shipment, with private details covered if needed. Regular exporters have them.
  5. Choose your own assay lab or send an agent to see the gold tested before any money moves.
  6. Never pay fees up front for permits, taxes or clearance. A licensed exporter pays these as part of the sale.
