If you are looking for gold sellers with an export licence, you are already asking the right question. A seller without a valid licence cannot legally ship gold out of Uganda or the DRC. That means your gold can be seized at the airport, your money can be lost, and your refinery can refuse the metal.
This guide explains which licences and papers a real exporter holds, and how to check them before you pay anything.
Under Uganda’s Mining and Minerals Act, 2022, it is illegal to buy or sell minerals without a valid licence. Since February 2026, the Ministry of Energy and Mineral Development requires every gold deal to be between licensed parties (Eagle Online).
A genuine exporter should be able to show you:
| Document | Issued by | What it proves |
|---|---|---|
| Mineral Dealer’s Licence (precious metals), or a mining or refining licence | Ministry of Energy and Mineral Development, through the Mining Cadastre | The seller may legally buy and sell gold. It expires on 31 December each year. |
| Export permit | Directorate of Geological Survey and Mines | This specific shipment may leave Uganda. One is needed for every consignment. |
| Assay report | A government-approved laboratory or refinery | The weight and purity of the gold. |
| Proof of royalty payment and tax clearance | Uganda Revenue Authority | The seller has paid what the law requires. |
| Certificate of origin | Uganda National Chamber of Commerce and Industry | Where the gold came from. |
| Company registration | Uganda Registration Services Bureau | Who owns and runs the company. |
The 2026 guidelines also say exported gold must be refined to 99.9% purity (Eagle Online). Be careful with any seller who offers to export unrefined gold dust or doré straight from Uganda without explaining how that fits the rules.
Much Congolese gold reaches buyers through Uganda. Studies estimate that most artisanal gold from the DRC leaves the country informally, without legal export papers (Levin Sources). Buying that gold puts you at legal and reputational risk, even if the seller in Kampala is licensed.
For gold of DRC origin, ask to see:
If a seller says Congolese gold “doesn’t need papers” because it is already in Uganda, treat that as a warning sign.
A photo of a licence proves nothing, because licences are easy to fake. Check it at the source:
Noble Ore Mining mines and sources gold in Uganda and the DRC and exports it from Kampala. We invite every buyer to check our papers before discussing price.

Lorem Ipsum has been the industry's standard dummy text ever since the 1500s, when an unknown printer took a galley of type and scrambled it to make a type specimen book. It has survived not only five centuries, but also the leap into electronic typesetting, remaining essentially unchanged. It was popularised in the 1960s with the release of Letraset sheets containing Lorem Ipsum passages, and more recently with desktop publishing software like Aldus PageMaker including versions of Lorem Ipsum.
